I think this will save me some time.  Here's the (complete) response  to 
Yate's ill informed "puff" piece from a member of the PAFDC who is also on  the 
dog law advisory board.  You don't have to take my word for it; I back  things 
up.
 
My point IS and continues to be that forwarding "stuff" that is ill founded  
or just plain false, ESPECIALLY when it has been demonstrated to be false  
greatly diminishes the credibility of the sender.  
 
Now I don't give two hoots about the credibility of those who continue to  
send all of this false rhetoric about things they apparently can't or  won't 
comprehend because it doesn't fit with THEIR agenda, BUT because of  their ill 
advised efforts, getting others to e-mail, write letters etc., when  their 
premise IS so obviously false, the entire fancy is painted with the  "fanatic" 
brush.  
 
I'm not saying you have to agree with something to forward it, but can you  
just fact check before spreading rubbish?
 
You know the really comical thing about this thread?  It's not the PA  people 
w/ their knickers in a twist.  We understand the state is currently  
handcuffed in those instances where a mill is federally licensed and we  
understand 
the need for better legislation. (For most, it isn't really a  complicated 
issue).

Comment
The Department has been working on this for months.  In response to  comments 
by various stakeholder groups, they revised their original draft.   It takes 
time to do this and they haven't finished finalizing  the legislation to 
address all the comments made.  No one except the  Department thought they 
would 
meet their original timetable if  they actually listened to all our comments.  
The fact that this is  delayed is a positive sign that they are working to make 
our comments part of  the final legislation they intend to submit.  They say 
they want to  get it right (as they understand the issues) before sending it 
forward.  We  will see how well they listened to all our comments when we see 
the legislation  that is submitted.
Statement
"The  American Sporting Dog Alliance also has uncovered a plan to open  dog 
and kennel  owners to pro-animal-rights ordinances on a local level, in  every 
city, borough,  township and county in Pennsylvania. 
 
Comment
This is a serious issue and would change current PA law if enacted.   
However, the idiotic idea of this Senator Galloway was well publicized, as  you 
note 
below, and required no "uncovering" by anyone.  The PFDC  position is that 
people need to control both their animals and their children to  avoid 
incidents. 
 
 
Statement
"We also are working to form strong alliances with  other  organizations, 
including a powerful sportsmenâ??s organization that can   reach more than 
200,000 
voters in one region of Pennsylvania alone, along  with  many other sportsmenâ??
s groups and farm organizations. 
 
Question
If you are working closely with all these other groups, how come you  haven't 
participated in any of the discussions that have been held among the  PFDC, 
the Sportsmen's Alliance, the AKC, PIJAC, the owners of the PennDogLeg  group, 
the PA Veterinary Medical Association, Boarding kennels, Commercial  breeders 
and others working to bring about a successful resolution of this  problems?

Statement 
"Gov. Ed Rendell, who is a master of the political arts,  appears to  be 
planning to take the legislation behind closed doors and into the  realm  of 
political deal making. His strategy appears to be an effort to   circumvent 
publishing the legislation in The Pennsylvania Bulletin, which   mandates a 
period 
for public comment that sent similar legislation back to  the  drawing board a 
year ago."
 
Comment
You seem to misunderstand the difference between legislation and  regulation. 
 Legislation is submitted to the legislature for their  consideration and 
action.  It goes through a formal legislative process,  frequently with public 
testimony before the committee responsible for the  legislation.  Regulations 
must be published in the PA Bulletin and there  must be a period for public 
comment, as there was last year when regulations  were proposed.  By putting 
forward legislation, the Governor is responding  to comments made by most of 
the 
groups I referred to above that we needed new  law before we even considered 
new 
regulations.  He is being responsive to  the groups you claim to be working 
with and you are complaining about it.   That doesn't make much sense to me.  
How well the Department understood our  concerns and how they affected the 
proposed legislation won't be known until we  see it.
 
 
While we appreciate your work in all our interests and are wiling to work  
with you, it really isn't appropriate to seek donations on an e-mail list of  
another organization with which you claim to be working.  Anyone on the  PFDC 
list who is interested in contributing to fighting these issues is welcome  to 
donate money to the PFDC or the AKC Legislative Fund to further our  efforts.  
If you are working with us, stop trying to raise funds from our  members on 
our list.  If others post his comments to other lists, please  edit out 
solicitations for his group from posts to their group lists.
