City of Los Angeles to Consider Significant Fee Increases for  
Breeders, Kennels, Dog Shows and Shelter Adoptions – FULL COUNCIL VOTE  
TUESDAY!!!
Dear AKC Delegates, Judges, Club Officers and Breeders,
Please forward this information to your club members in the Los  
Angeles area:
The Los Angeles City Council will consider a proposal this Tuesday,  
September 28th to raise fees for kennels, breeding permits, kennels,  
and dog shows, as well as adoption and redemption of animals. Local  
dog owners may wish to contact their representative on the city  
council as well as the mayor to voice their concerns.
The proposal will increase fees for dog owners as follows:

*A kennel is defined as any premises where four or more dogs are  
maintained for any purpose.
While the American Kennel Club applauds the decision to address  
habitually irresponsible owners by increasing fees for multiple  
redemptions, we have concerns that the significant increases in fees  
for other services may discourage adoptions and decrease compliance  
with existing laws.
Specifically, increasing the kennel fee will negatively impact  
residents who own four dogs, regardless of whether or not they have  
had any dealings with animal control. It is unreasonable to burden  
these owners with such high fees when it cannot be demonstrated that  
they are utilizing city resources.
Nearly doubling the breeding permit from $120 to $235 is unfair when  
it cannot be proven that these owners are causing animal control to  
expend commensurate resources. Due to the existing mandatory spay/ 
neuter law, residents who do not qualify for another exemption would  
be required to purchase this permit annually even if they do not  
intend to breed the animal that year.
The AKC opposes the concept of breeder permits. Local responsible  
breeders should be viewed as assets to their communities. These  
breeders make serious commitments to their animals by raising healthy,  
well cared-for dogs and by working to ensure that puppies are placed  
with responsible owners. These breeders are in a unique position to  
support new pet owners and exemplify responsible animal ownership.  
Responsible dog breeders and owners are models for their communities  
and should not be penalized by being forced to pay outrageous fees.

economy and many Los Angeles residents are struggling.
