Not the same at all.  Pups from Puerto Rica, Colombia and Mexico are being 
brought into the U.S. to be sold here.  Most are black market and sold on 
street 
corners.  Many are sold to Petco and other Pet stores.  The woman arrested 
was a legitimate pet shop owner.  And worse, thousands of pups , mostly Pit 
bulls were imported to fill shelters and justify the numbers to support BSL's 
and 
mandatory spay/neuter programs.  Again, this was info I recieved from a fellow 
anti-BSL person.  I put it to you for food for thought.  The news story backs 
up part of this theory but I have NO proof as yet that HSUS or the Animal 
shelters actually did the importing of pups to play the numbers game.  Then 
again, sounds like something they'd do.
