Dear  Concerned AKC Dog Club:



As you know, many AKC member clubs,  including Parent Clubs, have already 
officially expressed their opposition to S.  1139, commonly referred to as 
PAWS.  
The Doberman Pinscher Club of America  has also taken an official position in 
opposition to this ill-advised  legislation.  The AKC, only a few short years 
ago, opposed any change to  the definitions in the regulations under the 
Animal 
Welfare Act which would  have gone from a qualitative standard to a 
quantitative standard.  In a  letter to the USDA, Noreen Baxter, Vice 
President for Public Education and  Legislation of the AKC, described such a 
change as "a fundamental shift" in  emphasis.

That, of course, is precisely what PAWS is.  It enacts a  "fundamental 
shift," in Ms. Baxter's own words, from regulations that exclude  hobby 
breeders and 
rescuers from the Animal Welfare Act 
based upon a  qualitative definition of who we are and what we do, to a 
standard to be etched  in the granite of the statute itself, that 
defines us by a quantitative  standard based on how many we have or have had.

There is a funny thing  about numerical standards.  They have a habit of 
changing over time.   In the case of PAWS, it is highly unlikely that those 
numerical standards will  change to decrease the number of hobby breeders and 
rescuers included.  I  submit it is more likely that the numerical standards 
will 
change to increase  those of us who will be the subject of federal regulation.

The U.S.  Congress is about to come back from their August recess.  If you 
have not  officially expressed your opposition to PAWS, now is the time to do 
so.  To  wait any longer by riding on the PAWS ship, 
which is implied if you have not  opposed it, will be like waiting to 
abandon the Titanic as its bow is about  to go under.  The longer you wait, 
the greater the chance that you will be  pulled under as the ship goes  down.
