Actually most shoulder blades in general are laid on correctly most of the time.
The problem is with the upright upper arms or short AND straight upper 
arms...both 
causing the dog to have it's neck set upright standing and moving like a Boxer 
or 
Dobie or whatever.......with restricted front action.
When an animal has all  'different' angles of the neck, topline, upper arm, 
croup,
upper stifle..... it is not correct......standing OR in motion.  This does not 
allow for a smooth
 flowing line standing or in motion.
Any artist will tell you that every part is in 'harmony' to the other.
i.e...Basically.....the neck should be reasonably at the same angle as the 
croup, lower 
stifle and upper arm.    Check it out on the dogs that always catch your eye....
When the rear leg is set forward in a pose....the shoulder lay on should be 
pretty much
the same angle as the upper thigh as it is set forward....and so it all 
goes...all  in harmony
....standing and moving.
THIS is when you get your easy, suspended ground covering "well- lubricated 
machine" at
a long striding simple ground covering two beat trot.
It really is simple.    We make it complicated with our incorrect perceptions 
and extremes.

THEN....we need our handlers to get the dog to fly like crazy to give an 
'illusion' of correct. <G>
