LA Animal Services continues making  progress towards its â??No-Killâ?? Goal. 
(No-Kill is achieved when LA Animal Services is able  to use the same criteria 
a 
compassionate private veterinarian or a loving pet  guardian uses to 
determine if/when a dog or cat is euthanized. That is, LA  will have achieved 
â??No-Killâ??
 when no healthy or treatable dog or cat is  euthanized because of a lack of 
space, time, or resources.) The  numbers one through seven on the left side of 
the charts represents the years  2001 through 2007 and compare only the 
months of January through October.   

Comparing the first ten months of 2007  with the same time period in previous 
years, we see LA Animal Services has  reduced dog and cat euthanasia nearly 
61% compared to 2001. In the first ten  months of 2007, dog and cat euthanasia 
was reduced by another 24% compared to  the same time period in 2006.  
Comparing the  first ten months of 2007 with the same time period in previous 
years, LA  Animal Services reduced dog euthanasia 74% compared to 2001 and 
over 15%  compared to 2006!

As has been explained in previous  reports, cats are a more challenging 
species when attempting to achieve  no-kill. However, over the past six years, 
LA 
Animal Services has reduced cat  euthanasia over 41% and nearly 29% in 2007 
compared to the same ten month time  period in 2006.  

While our Foster Care Program has been a  huge success in saving the lives of 
many neonate puppies and kittens, it has  been impossible to save them all. 
There has been a 94% increase in the number  of animals who have died while in 
the care of LA Animal Services or a Foster  Care Giver. The chart below shows 
the increase in these unfortunate deaths.  Although it is regrettable that we 
could not save all these animals, at least  this year, thanks to over 100 
volunteer Foster Care Givers, we were able to  make a valiant effort to do so. 
These numbers also highlight the importance of  our continued spay/neuter and 
foster efforts.

Despite the  increase in the number of dogs and cats dying for reasons other 
than  euthanasia, the overall number of animals dying for any reason while in 
the  care of LA Animal Services (which includes loving foster care givers and  
private veterinarians) is down 20% compared to the first ten months of 2006  
and down 58% compared to the same time frame in 2001.   

Thanks to our  extraordinary volunteers and employees, LA Animal Services did 
reduce the  number of neonate kittens euthanized in 2007 by 55% compared to 
2006 and by  69% compared to 2003 which was the worst year recorded.

The above chart shows over a 23% increase  in adoptions and over a 38% 
increase in New Hope placements in the first ten months  of 2007 compared to 
2001. 
It also shows over a 10% increase in adoptions and a  very modest 0.85% 
decrease in New  Hope placements in 2007 compared to the first ten  months of 
2006. 
(The New  Hope program was formally launched in 2006. Prior to  that, similar 
activities were conducted under different programmatic names.)   

The above chart  shows the number of live releases including lost pets 
Returned to or Redeemed  by Guardians.  
When compared to the Intake/Rescue chart  below we are able to calculate the â??
live release rateâ??. The Live Release Rate  is the number of animals that are 
adopted, placed through our New Hope

program, and returned to pet guardians  compared to the number of animals 
taken in or rescued by LA Animal Services.   

In 2001, 54,437 dogs and cats were taken  in and 18,880 were released for a 
Live Release Rate of 34%. In 2007, 39,320  dogs and cats were taken in by LA 
Animal Services and 22,255 dogs and cats  were released for a Live Release Rate 
of nearly 57%.   
While the â??Live Release Rateâ?? has  increased over the past six years it is 
important to understand that as a  community approaches â??No-Killâ?? the Live 
Release Rate will ultimately plateau  and then decline. The reason for this is 
because as you achieve a true  â??No-Killâ?? community, the only animals 
entering a 
municipal shelter should be  animals that are terminally ill, injured, or 
dangerously aggressive. All  others will be in the care of loving homes or 
rescue 
organizations.   
Without question we have significant  challenges to achieving No-Kill in the 
City of Los Angeles. Those challenges include the  proliferation of feral 
cats, pit bulls, and an increase in imported pets from  US puppy mills, Mexico, 
 
Korea, and other parts of the  world.  
Despite these challenges, LA Animal  Services has taken an aggressive stand 
towards reducing the number of unwanted  pets and feral cats born in our 
community. Through our Big Fix Spay/Neuter  program over 45,000 dogs and cats 
are 
sterilized annually. These efforts no  doubt contributed significantly to the 
reduction of lost and homeless animals  coming into LA City Animal Care Centers 
over the past several years.   
LA Animal Services is also playing an  instrumental role in the development 
of both state and city spay/neuter laws  designed to help further transform LA 
and California into a â??No-Killâ??  community. A special thanks to all our 
employees, volunteers, partners and  supporters for the part they play in this 
historic quest!
