Fees are set by ordinance, contained in the County Code at 10.90.010 Fee schedule. This section had been amended by ordinance in 2004. However, the Department of Animal Care and Control web site has never updated their information with the old fee: "Backyard Breeder -- Dog Breeding License Required: Any person, except for someone having a valid kennel license who, for pay or other compensation, breeds a female dog must obtain an animal breeding permit. The permit fee is $125. In order to prevent the over- breeding of animals, each permit authorizes the whelping of no more than one litter per female dog in any 12-month period and no more than one litter per domestic household in any 12-month period. LOS ANGELES COUNTY Board of Supervisors meeting on January 31 had no mention of details of the intended SB 861 permitted ordinance to regulate breeding of Pit Bulls and Rottweilers, but details are now emerging in the press. A Copley News Service article reports: "The board asked for an ordinance to be drawn up that would enable owners of those breeds to obtain a $500 exemption permit if they can prove their dogs are purebred, are registered with the American Kennel Club or another legitimate agency, and can pass a temperament test, among other requirements, said Marcia Mayeda, director of the county's Department of Animal Care and Control." http://www.dailybreeze.com/news/regstate/articles/2237697.html The recently enacted San Francisco ordinance permit fee is $100 (Pit Bulls only), but the existing LA County permit fee is already so high as to invite an excessive amount. None of the bills we tracked last year moved forward. One new bill emerged as a gut and amend, AB 450 to add a new Section 8608 to the Government Code: "8608. The standardized emergency management system established pursuant to subdivision (a) of Section 8607 shall take into account the needs of individuals with household pets, service animals, and livestock following a major disaster or emergency." AB 450 has bi-partisan authors and co-authors and now heads to the Senate where it will go through the committee process.
