The ordinance would require any dog or cat more than six months old to be spayed or neutered unless the owner holds an unaltered license. A breeder's permit is required for all breeders who sell or give away their animals. The permit must be purchased before the litter of puppies or kittens are born. A minor breeder's permit would be $50 a year for one unaltered male and one unaltered female. A major breeder's permit would be $85 a year for one unaltered male and more than one unaltered female. Breeders are required to keep records of all births and be limited to one litter a year. Cats would be prohibited from running at large and be spayed and neutered. Any pet bought from a pet shop must be spayed and neutered within six months of birth. It would be illegal to advertise to county residents the availability of an unaltered dog or cat. The exception for spaying or neutering is if a veterinarian determines if the animal's age or health problems is too great a risk for surgery.
