Subject: BSL ordinance passed in Wheeling, WV
Unfortunately The City of Wheeling, WV "The Friendly City" has passed a
vicious/dangerous dog ordinance. City Council tried this before and it was
tabled last year. This year we did everything we could, we feel Council
already had their minds made up. The ordinance is overkill!!! Link to the

The vicious breeds AND THEIR MIXES are "American Bulldog, old country
bulldog, Canary dog (any canary dog or Perro do Presa Canaria) or Pit Bull
Terrier, Staffordshire bull terrier, American Pit Bull Terrier, American
Staffordshire Terrier. These must be muzzled, red tagged, signs must be posted
"Beware of Dog" special fencing, $100,000 liability insurance, mandatory
spayed/neutered, high fines for misdemeanors, (plus dangerous dogs have to meet
this too).
NON-RESIDENTS: Any owner, keeper or harborer of a dangerous or vicious dog
who does not reside within the city limits must still when brought into the
City, obey the requirements as applicable, however, such non-residents are
exempt from Liablity Insurance, Surety Bond and Mandatory spaying or neutering.
I believe this includes muzzling.
There is a statement about affirmative defense that the dog was securely
confined to an automobile or cage which was adequately ventilated, being used
for lawful hunting purposes, being exhibit at a public dog show, zoo, museum,
or public institute or engaged in any activity approved the the laws of the
State.
As far as enforcing this, the City hasn't even been able to even enforce
their leash law. And they haven't determined who will enforce this one yet.
