The GSDCA needs to direct the ballot company, in writing, to count all ballots that can be identified in any manner, whether by return address, bar code, or signature. The ballot company should agree to those directions, in writing, so that both parties have a written understanding of what will occur. The other thing that I think the board should consider is extending the cut-off date for counting the ballots. For example, anything that is postmarked by the due date should be counted as long as it arrives (3 days?, 5 days?) after the due date. This would give some leeway to voters whose ballots are returned to them and have to be re-mailed. JMO....
