*** PLEASE CROSSPOST *** *PHONECALLS NEEDED TOMORROW, MONDAY, FEB 14 * *INFO BELOW * To recap, *existing* Illinois law says that counties must require dog and cat registration, *and litter registration*; they may also require microchipping, and they have the power to do whatever else they think necessary to control 'overpopulation.' There's also a requirement for rescuers to register with the state or be incorporated. Persons who sell dogs and cats or operate registries (the AKC?) must cooperate with their county A/C administrator by providing info including who animals are sold to, number of litters plus whatever else the administrator wants. This will do nothing to reduce shelter intakes but all the moving parts are there to completely squeeze out the careful breeding of dogs and cats. But, of course, it's tough to enforce. If someone sells a litter and doesn't report it, how will it ever be discovered? If HB 707 passes, it will fix that. It adds a requirement for anyone who ever sells a pet to get a state license and report for every sale the full chain of ownership (names, addresses) back to the original breeder. Okay, so next year you sell a puppy, and (because you haven't heard about the law) you don't report the sale. Two years later, that young dog is sold again, by someone who has a license and reports your name as the breeder. Whoops! You get a certified letter inviting you to drop by the VIOLATIONS window at the court house and bring your checkbook. I hope those emails have been going out.
