NO, that is backward if the patient allows the info released then it can be
but cannot if permission is not granted. The permission has to be in
writing. It is a VERY strict law. Trust me I had LOTS of inservices on it.
We had to obtain a list of who we were allowed to give info to (even to tell
if the person was even at our facility) from each and every patient.

Actually, that isn't totally accurate. HIPPA only applies if the patient
tells the hospital not to release information.
