They tried licensing cats here in Riverside County, CA a few years back.=
It didn't work!! Cat owners didn't give a darn, ignored it, and no on=
e could figure out how to enforce it.
It reminded me of the 60's - peaceful civil disobedience. =

AN ORDINANCE OF THE CITY OF ELKINS, WEST VIRGINIA,
REVISING CHAPTER 4, ARTICLE II, ENTITLED DOGS AND
CATS, TO PROVIDE FOR A FELINE LICENSING SYSTEM
WHEREAS, the Common Council of the City of Elkins, West Virginia also
realizes that
registration and licensing of cats within the City of Elkins is a
prudent and appropriate manner in
which to control the cat population within the City; and to restrict
the spread of disease, property
damage, and nuisances caused by cats;
NOW, THEREFORE, be it ordained and enacted by the Common Council of
the City of
Elkins, West Virginia that the following additional code provision be
added to Chapter 4 of the
Elkins City Code as follows:
Section 4-19: Licensing of Cats Within City Limits
Every cat owned by a resident of the City of Elkins shall be licensed,
beginning
,200 - , for a one (1) year period. Said license must be renewed every
year.
The license fees for domestic cats within the City shall be as follows:
Neutered or spayed Cats (Certified), ("A") $5.00 per year;
Unaltered cats, ("U") $25.00 per year;
Cats kept for breeding, ("B") $100.00 per year. Breeders shall have
all litters of kittens
licensed within twelve (12) weeks of birth.
Owners of licensed domestic cats within the City of Elkins shall be
provided a certificate
to be posted in a conspicuous manner in the front of the home where
the cat is kept. Said license
will describe the type and color of cat; and the classification of
said cat: altered ("A"), unaltered
("U"), or breeder ("B"), and shall include any distinguishing markings
on said cats.
Any person found guilty of a violation of this Section of the Elkins
City Code, for failure
to license cats, shall be guilty of a misdemeanor; and shall be fined
a minimum of $50.00 for the
first offense, and up to a maximum of $1,000.00 for second or third
offenses.
