This is not typical of the way these dogs are treated. I have boarded many of them while owners were traveling, and every one I know that is retired is in the home of the officer the dog worked with, and is a much-loved family pet. There may be some problem with the officer who worked with this dog. I find it hard to believe he would simply give him up after years of devoted service.
