Dangerous dog ordinance still being debated

The chairman of the committee that will consider a proposed dangerous dog 
ordinance said last week he could not support the plan an ad hoc panel 
generated. 

 Dennis McLain, who chairs the Douglasville City Councilâ??s Public Safety 
Committee, said the draft ordinance should include a requirement that owners of 
potentially dangerous dogs, such as pit bulls, post a $50,000 surety bond 
before the animal attacks. The draft ordinance requires the bond to be posted 
after a judge determines the dog to be dangerous â?? including attacking humans 
or other domestic animals without provocation. 

 â??We havenâ??t done anything,â?? McLain said. â??If you got [injured by a 
dog] and try to buy insurance, you see how far that will get you. 

 â??Weâ??re still not addressing the situation of these killers attacking,â?? 
he added. 

 Councilman Larry Yockey, who reported the ad hoc panelâ??s recommendations, 
said some dog owners could not afford a surety bond. 

 â??Much of that is the discretion of a judge,â?? he said. 

 Mayor Mickey Thompson appointed the ad hoc panel in early October after the 
council voted against a proposed ordinance banning pit bulls in Douglasville. 
The law would have been the first breed-specific dog ban in Georgia. 

 The panel included Yockey and council members LaShun Burr-Danley and Terry 
Miller and 10 other non-elected community members. 

 The proposal would exempt law enforcement dogs, as well as canines that attack 
trespassers, criminals and those tormenting the dog. 

 In addition to the bond, the plan would require a $50 registration fee for 
about 200 to 300 listed breeds of â??dangerous dogsâ??; a $150 fine for not 
buying a license; and $10 for a sign to be posted on the ownerâ??s property. 

 McLain said nationally known statistics showed 68 percent of dogs which killed 
without provocation were pit bulls, rottweilers and bull mastiffs. Miller 
responded the U.S. Centers for Disease Control stopped compiling dog bite 
statistics by breed because victimsâ?? statements on attacking dogsâ?? breeds 
were unreliable. 

 â??[Victims] just see teeth,â?? he said. 

 Other provisions of the proposed law included requirements for special 
collars, a six-foot leash and a â??competent personâ?? leading the dog on 
walks. Yockey said the law attempts to control the tendency by some dog owners 
with not enough strength or weight trying to control some large animals. 

 The proposal now goes to the councilâ??s Public Safety Committee for 
consideration.
