Voting complete on Dothanâ??s animal ordinance

After months of discussion and out-and-out debate on a new animal ordinance,
Dothan City Commissioners voted down the draft as presented Tuesday. The vote
was 1-5. Only the chair of the animal control ordinance committee, District
4 Commissioner John Craig, voted for the proposal.
District 1 Commissioner Larry Matthews did not attend the meeting.
The ordinance has been controversial from the start, in part because it
required a registration fee of $30 for all those non-neutered cats and dogs.
The
fee for â??dangerous dogsâ?? was proposed at $250. Many called the fee an added
tax.
The ordinance also called for mandatory spay and neutering.
Several members of the 10-member animal committee spoke out against the
document and said opposing views were not heard during the discussion phase.
Prior to the Tuesday vote, some called for better enforcement of the existing
laws. Commissioner Amos Newsome said the city needed to consider hiring more
animal control officers and possibly going to a 24-7 animal patrol, since
many dogs do not follow 8 to 5 schedules when roaming.
