The thing to do, having seen Mom do it years back, is put it in neutral first,
then steer off to the side, applying the brake, which will now work, then put
it in park and shut it off, lastly, get out and get away. Sometimes this does
cause a fire too.
Use the big N in the gears.....

While saying that you can still control your car with the engine turned
off, it is clear that if the key remains in the off position, the steering
wheel could become locked in most cars. In order to steer the car the key
would have to be turned to the first position to release the lock. Clearly
the best solution is to go into neutral and use the brakes.
