The Pennsylvania Federation of Dog Clubs has updated their website
with more information about the proposed breeding/kennel restrictions
in Pennsylvania. Here's the link to their site,

  http://home.paonline.com/pfdc/

The proposed changes are extremely restrictive and may even affect
people who co-own dogs with people residing in other states. In other
words, you might be under the 26 dog limit on your property in
Pennsylvania, but the "new" interpretation of the law may include dogs
you co-own with owners in other states. And, if people are showing in
PA and staying at your house, or even driving through and visiting,
their visiting dogs count in your yearly 26 dog total.

Some of the kennel and breeding requirements are detrimental to
raising dogs as well, such as - dogs may not run on grass. Yep, you
read that right! Dogs have to be exercised on stone or concrete - no
dirt, grass or weeds. And...dogs of the same body weight can run
together, but not dogs of the same height. So, your 60 pound bulldog
can run with a German Shorthair, but your Bulldog can't run with a
Sheltie. Also, all dogs must be whelped in a separate building from
your main kennel or house with a concrete floor and drains. No more
whelping dogs in your bedroom, kitchen, family room, etc.

The outline for the letter to send to the committee is towards the
bottom of the page. Only PA residents will receive a response and
"count" as far as the committee is concerned. Letters must be
received by the committee no later than February 14, 2007.

You may cross-post this message. It's important that everyone in dogs
in Pennsylvania, whether they have a kennel license or not, sends a
  letter protesting these proposed changes.
