Animal Welfare: Importation of Live Dogs

It will open up on the page of comments.

There are over 150 so far, but many pages are from before the rules  
were released this week.

Just a scan of the comments makes it very clear that people are  
concerned that they won't be able to import dogs for their kennel or  
breeding program.
The other concern is that is doesn't make clear that mass importation  
of "rescue" dogs are covered by the rules.
