Below MY signature I am including the email which is now being sent out to
people across the city of Chicago. This is not what mandatory spay and
neutering will produce ... Please write to the email provided for Alderman
BURKE ( eburke@xxxxxxxxxxxxxxxxx ) and put in the subject line "I do NOT
support the MANDATORY SPAY AND NEUTERING ORDINANCE"  This group is now
stepping up their push to have this ordinance approved. We need to fight
back.



The proposed ordinance will infringe on all of our rights



The post highlights California, it must be remembered that mandatory S/N in
San Mateo County (1991)dog deaths in the areas governed by the MSN ordinance
increased 126%and cats 86%, while areas of the county not covered by MSN
laws decreased.Licenses declined by 35%. It was primarily pushed by the
Peninsula Humane Society (PHS). The PHS assessed the San Mateo

MSN law to have been "disappointing"since it led to increases in shelter
killing.

Supporters of Mandatory Spay and Neuterng do not use San Mateo statistics,
as it is so widely

recognized as a failure.



Also NOTICE the WORD GUARDIANS used in place of dogs as our PROPERTY. Very
very animal rights in language.


Points against a mandatory s/n ordinance to consider:



Mandatory spay/neuter is an ineffective solution to animal control problems
because it fails to address the heart of the issue-irresponsible ownership.
Mandatory spay/neuter laws are extremely difficult to enforce and can be
evaded by irresponsible animal owners by not licensing their pets. More
regulations increase the workload of already financially strained animal
control offices, making it even more difficult for them to perform their
duties.
Spay/neuter requirements target all owners regardless of their actions and
would restrict the many responsible breeders who raise and breed purebred
dogs for their enjoyment of the sport. These breeders make a serious
commitment to their animals, not to make a profit, but instead with the
intention of promoting the sport of purebred dogs and improving the
individual breeds.
Strongly enforced animal control laws (such as leash laws), and increased
public education efforts are better ways to address the issue of
irresponsible dog ownership. An increased public education campaign would
help teach
community residents about how to properly care for their pets, as well as
the need to be a responsible pet owner.

This is extremely important! We are asking you to do two very important
things for Chicago's Homeless Pets. Alderman Ed Burke, Chairman of the
Finance Committee, is in the process of proposing a mandatory spay / neuter
ordinance to the city council in an effort to eliminate the killing of
homeless pets and keep neighborhoods safe from dog maulings. It is great for
the city, the safety of the community and for homeless pets. It will lead to
Chicago becoming the first major US City to go "No Kill". If passed, the
ordinance would stop dogs and cats from reproducing exponentially.
Currently, taxpayers are paying for the collecting and killing of thousands
of pets each year. This legislation will ensure that pet guardians bear the
responsibility of adequately caring for their pets. It will also reduce the
surplus of pets flowing into Animal Care and Control, ultimately leading to
a "No Kill" Chicago in less than 5 years. There are many other wonderful
implications this ordinance would have including: * Stop Backyard Breeding -
Those who do not wish to spay / neuter their pets will have to purchase a
breeder's license. Many Backyard breeders are keeping pets in extremely
inhumane conditions - this ordinance would provide a mechanism to monitor
that breeders engage in safe and humane practices. * Identify Dog Fighting -
Spayed and Neutered Pets are unable to be used in dog fights, so this
ordinance would be another tool for the Chicago Police Department to
identify and stop the cruelty of dog fighting in Chicago. * Reduce
Aggression in Dogs - Spay / Neuter reduces aggression in pets. Dog bites are
the second highest reason children visit emergency rooms yet there have
never been a known fatality from a dog maul by a neutered dog. Los Angeles
recently passed a similar spay / neuter ordinance 2 months ago. In Chicago,
many people are opposing this important legislation so we need your help to
make sure it passes. Please take a moment to do the following: 1) Contact
Alderman Burke to thank him personally for this initiative. In addition,
please tell your friends, family members and colleagues to do the same.
