 lawyer for Congo's owners argued the dog was
 provoked, but Municipal Court Judge Russell 
Annich Jr. ruled that there was no evidence the victim
 intended to provoke the 
attack.Congo's owner, Guy James, is waiting for his
 appeal to be heard 
before the state Superior Court,  and Congo has been
 released to his home pending the result of 
that appeal.
   
  Now that has to be the stupidest statement I have ever hear "NO INTENT". How 
the hell do you determine "INTENT" in this case. and soes it make any 
difference if he "intended to " push the woman to the ground.  Now the dog has 
to be a "mind reader" Morgan
