Dear California Advocates,
It is a terrible, heartbreaking fact that victims of domestic violence often
are intimidated or controlled by threats against a beloved pet. In a recent
study of women who have entered shelters due to domestic violence, 71 percent
of those who owned pets reported that a pet had been threatened, injured or
killed by their abuser.
After listening to pleas by the ASPCA and other animal protection and
domestic violence groups, California State Senator Sheila Kuehl introduced a
bill
that would increase protections for domestic violence victims by allowing both
criminal courts and family courts to include animals in restraining orders.
We have wonderful newsâ??the bill has passed both houses of the California
State Legislature, and now needs only to be signed into law by Governor
Schwarzenegger.
SB 353 will assure that companion animals of domestic violence victims are
safe from batterers even if the animal is not in the presence of the victim.
Several states, including New York, Connecticut and Illinois, have already
passed similar legislationâ??California should be next.
