The bill does include licensing fees based on how many dogs the kennel is
CAPABLE of housing. NOT on how many you have. You could have ONE litter,
but if your "facility" is CAPABLE of houseing 9 then you require a license.
And that CAPABILITY is not defined btw... so it will be left up to YOU to
prove you are not "commercial". That is a gross violation of the
Constitution right there.
Ever hear "innocent until proven guilty"?? Not to mention that it is
virtually impossible to prove a negative.
