THE DOBERMAN PINSCHER CLUB OF AMERICA officially opposes S. 1139 the Pet
Animal
Welfare Statute of 2005, commonly referred to as PAWS and has directed the
DPCA
Legislative Committee to take steps to defeat the legislation, according to
Jeff
Helsdon, DPCA Legislative Director. He states that author, Senator Rick
Santorum, R-PA "is about to make changes to the bill to make it easier to
pass.
He is not expected to remove from the bill the numerical thresholds that are
the
inherent danger lurking within it. Rather, he is expected to sew a patch on
S.1139 to get rescuers to abandon hobby breeders, thus dividing us to
conquer
us.
It appears that Sen. Santorum is about to make an end-run around the Chair
of
the Committee that has jurisdiction over S.1139, Sen. Saxby Chambliss
(R-GA),
who has expressed opposition to the bill. Sen. Santorum is likely to engage
in a
parliamentary maneuver designed to pass the bill directly from the
Subcommittee
which Sen. Santorum chairs to the Senate floor without S.1139 going to the
full
Committee, where Sen. Chambliss can bottle it up."
