Air Canada is not putting a ban on people flying pets. Current policy is anydog and crate weighing less than 70 lbs. together can go through the terminal and anything over that weight goes through the Cargo Terminal. After July 15th pets will no longer be checked in at the flight terminal as exta baggage. You will have to make a booking with Air Canada Cargo, drop the dog off with them and then go to the terminal to catch your flight. The animal will still go on the same plan as you, but of course they will charge more for the service. Also on arrival at your destination you will have to pick up your luggage and then go to the cargo terminal to pick up your dog. Time consuming and a real pain in the a--, but that's the way it is. Don't believe everything you read in an article, I checked their website and also phoned Air Canada Cargo in Toronto. You will still be able to fly with your dogs.
