WEST PALM BEACH Horrified by crowded conditions at Palm Beach County's
animal shelter and the thousands of animals its employees must euthanize
each year, county commissioners on Tuesday endorsed a mandatory spaying and
neutering program for all dogs and cats.
How mandatory sterilization will be enforced and the penalties for
violators will be considered in December. Those who want to breed their
dogs or cats would have to apply for a permit, whose cost is not yet
determined.
Once details are worked out, commissioners must convene two public hearings
and approve an ordinance to create the program. If it does, Palm Beach
County would be the first in Florida to require spaying and neutering, said
Dianne Sauve, director of the county's Animal Care and Control Division.
