Dues collection has always been run basically on the honor system. Club officers should not normally have to worry about who is or is not in good standing. The board would have to determine if dues non-payment by some few is going on and really is a problem. If so, a remedy for many clubs has been the use of membership cards, or year-stickers on nameplates which are included with membership. A better and cheaper solution is the use of what is politely called a "membership secretary". This position can delegated by the president or treasurer or both as a subcommittee per the constitution. The outward duties are simply as extra help for the treasurer. The specific duty is only as someone who matches names with faces and works closely with the treasurer and gives reports of findings at board meetings. Over the course of three or four months the membership secretary would determine who these violators are, would ask the nonpayer to pay dues, order the nonpayer to pay dues, and then if the violation is indeed flagrant, would make the nonpayer feel uncomfortable. Then they could be told they are free to cease taking up space or go join EVAC, which I believe is punishment enough. I would love to have this job. But as I say, first the board would have to determine if dues nonpayment by some few is indeed a problem. What you don't want is for the honorable members to start feeling stupid they are paying dues while smirking freeloaders around them continue to enjoy club benefits.
