Isn’t it 2 different people?  Who just happen to be born on close dates in 
different years but who apparently both died on same date of 11/1/2017?

Sounds like maybe in a motor vehicle accident – hopefully not anything more 
sinister.

Hard to tell whether the location is where they died or where they came from, 
though.

The two records have different dates of birth listed I'd index them that way. 
Although close we can't be sure the same
