On 2/18/19, the New Mexico Senate Rules Committee unanimously passed
legislation to create a New Mexico Office of Peacebuilding (SB 276 Substitute
Bill). This legislation is now stalled in the NM Senate Finance Committee,
which has NOT yet scheduled a hearing to pass and finance SB 276. Our New
Mexico peacebuilders report that this bill saves $4.00 for every dollar spent
and it will save lives. We are on an extremely tight deadline. The Finance
Committee needs to schedule a hearing, vote yes and move this to the next steps
within the next day or so. Any legislation that does not pass by noon on March
16, 2019 has to begin anew in a future legislative session. We need your help
now.
Please 1) call Senate Finance Chair John Arthur Smith and ask him to schedule
a hearing on SB 276 Substitute now. 2) Then call Vice Chair Carlos Cisneros
and ask the same. 3) Then call all committee members and ask them to vote YES
on this legislation and to finance it. See phone numbers listed below. Please
forward this message to others.
SB 276 Substitute establishes an office dedicated to building a culture of
peace, including training that will facilitate the prevention, management and
resolution of conflict without violence, such as the effective use of
Restorative Justice statewide to promote nonviolent living in homes, schools
and communities. The legislation also creates the Citizens Peacebuilding
Advisory Council, which will help the office stay connected with the People of
