AFAIK, the problem has been obtaining new cells. It is typical for Selenium cells to become non-linear due probably to moisture getting into them. This makes the meter read low for high light intensities but normal for low intensities. AFAIK, there is no way to salvage the cell: it must be replaced. Usually the meter movement is OK. If the meter does not read at all its could be the meter movement or wiring. Typical Selenium cell meters are very simple, just the meter and cell and the wiring. Because the output of a Selenium cell is dependant only on its area and the light intensity no calibration means (variable resistors, etc.) are necessary. I am not sure how the contact between the cell and the wiring is made in the Rollei meter but in some stand alone meters, like the Weston and General Electric, the cell is held by spring loaded contacts. These can get corroded causing the meter to be inoperative or dead.
