Richard,
  I have a 'plain old' Trio 321.
It has 2 tabs which affect the Tibias on each of the 3
manuals in the same manner.
  TIBIA ff: increases the volume very noticeably.
  TIBIA BRIGHT: increases the volume of the 4', 2'and 1'
  if they are on with the 8'. Also, TIBIA ff must be on
  in order for the TIBIA BRIGHT to work.
There is also 1 tab, PEDAL ff and 1 tab, MAIN ff.
  When these are on, they very noticeably increase the
  volume of the ranks in those divisions.
I would imagine that those results should be the same for
your 321A ff tabs and that you probably do have a problem.
Not being a 'Tech Specialist', nor having the service manual
for your model, I'm sorry to say that I can not offer any
suggestion other than call in a repairman. Or if your 'handy',
check the reference voltages, etc. in those circuits against
what is shown in your service manual schematics and then trouble-
shoot from the anomalies that you find.
Perhaps some of the 'brighter lights' on the list will come
forward with more specific info.

I have a Trio 321A.  I was wondering what effect the 'ff' tabs should have.
Most of the ones on my organ seem to do very little;  the volume is very 
slightly reduced when the tabs are turned on (i.e. pressed down.)  One 
exception is the 'ff' tab for the accompaniment which seems to work as I 
would expect which is to make the volume noticeably louder when it is turned 
on.
1. Do I have a problem? 2. If so, how do I troubleshoot it?
