Ona,
I guess nobody wants to chime in on this. I don't know what the time frame
is for TRA to process your L3 paperwork. You are still listed as Level 2
on the TRA site. I would wait until after the first of the year and then
you can re-submit your paperwork. In the meantime, if you want to fly an M
motor, you are qualified, at least in my eyes.
