We currently do not have manned launch capability, since the shuttles
became museum pieces.
We have the technology in theory, but not in practical application
currently.
Commercial companies are working on it. Both the traditional companies and
the newer ones, like Space-X.
Some materials are exchanged with the ISS, but the only way to get people
there or back is the Soyuz.
China and Russia have manned launched capability, the USA is working on
getting back.
