Thanks Rick, but I am familiar with the onerous CA laws regarding flying model
rockets. My question is IF there is a site other than Lucerne Valley where
you can just go and launch model rockets... I'm willing to drive a couple
hours if necessary...

In California, to legally fly LPR, you need several things:
1) Permission from the landowner
2) Permission from the fire authority having jurisdiction
3) A site that's large enough as per the safety code
4) Compliance with any additional local laws, regulations, or restrictions.
Number two is usually the sticking point.
In Lucerne Valley, it's easy. The local fire department has no problem with
rockets on the dry lake bed, as there is nothing around to burn.
But in Los Angeles or Orange County, years of brushfires (and other fires
started by fireworks) have made the Fire Marshal's default answer "No." Nobody
wants to be the person who gave permission to the activity that started this
year's big wildfire. So, they just say no.
It CAN be done, with persistence and a history of safety. Just ask Fred
Shecter, who runs the other local rocket club, SCRA.
But, Fred worked for years to get legal launches at Mile Square Park, then
worked for years again to get them back after someone unaffiliated with SCRA
crashed a rocket next to some golfers. Then, he somehow managed to get a new
site at the Santa Fe Dam after Mile Square Park built a third golf course in
the former hobby area, and it surprisingly took him less than a year to do it.
But it's not easy, and there's no guarantee of success.
I do wish you well in your attempt, however....
