LOCATION NEWTOWN SQUARE, PA, Pedricktown, NJ, and All States, Region 3 2. SITUATION A. General: Terrorist actions that have taken place in New Jersey that resulted in the 424th MED LOG BN, NEWTOWN SQUARE, PA being directed to respond. Region Three, US ARMY MARS has been requested by the 424th MED LOG BN to provide long haul communications support to their Tactical Operations Center which will be located at Pedricktown, NJ. B. Enemy Forces: Small squad sized elements from the Luxen Army, calling themselves the ?Afflicted?, These teams are armed with small arms, crew served weapon systems, RPG?s and portable mortars. Expect these teams to conduct ambushes, IED?s and sniper activity in an effort to disrupt Combat Service Support operations. c. Friendly forces: Elements of the 424 MED LOG and 223 TC will deploy to VIC LSA Black Water in support of current operations aimed at denying and eliminating the current damage caused by terrorist attack in New Jersey. The 424 will establish a Class VIII re-supply point for those units operating within the area of operations. D. Resources (1) State and Local EOCs, Emergency Management Agencies, FEMA. (2) Disaster Relief Organizations supported by MARS. (3) National Guard and Active Duty military (4) DHS/TSA stations. (5) MARS member stations (any service) (6) Tactical stations (real and/or simulated deployment) (7) Mobile and Portable stations (8) Active Liaisons maintained between Region Two and Region Three resources (9) Liaisons with ARES/RACES resources 3. MISSION & OBJECTIVES A. MARS mission is to provide emergency long haul communications support to 424 MED LOG TOC at Pedricktown, NJ, callsign AAR3RBA. The 424th has adequate communications personnel and equipment for the TOC so no deployment of MARS assets or personnel to that location is required. B. Objectives: (1) Test local, state and regional alert plans and notification procedures (2) Stimulate and exercise MARS Winlink network systems. (3) Implement exercise nets and EEI reporting. (4) Show ability to handle voice and digital modes. (5) Exercise deployment of MARS Remote Deployed Facility Teams: Members are encouraged to send a msg or e mail to their SMD with CC to AAA3RD and AAM3RE if you are able to deploy or act as a served agency from your (home) station. (6) Demonstrate Interoperability with Army, USAF and Navy MARS stns in all nets. Participation, relays and ANCS or NCS activity by any service or region MARS STNS can be used depending on propagation, STN availability, or other factors in order to fulfill the mission. Be alert to identify and solve possible problems with sideband, digital mode or other conventions. (7) Conduct frequency and propagation checks on regional frequencies (8) Maintain a flexible problem-solving approach at all times to get the messages through. NO criticism or critiquing during the exercise. Record problems that you observe and report them with your critiques in your AAR to help improve MARS capability. 4. EXECUTION A. Region Three exercise begins with state call-down trees on Friday evening, 9 Jan. B. Region Three Exercise NET (AAA3RD/X) will be opened on KCO (LSB) or KCI (LSB) (as propagation conditions support) by AAM3RE on noon 10 January. Volunteers are requested to assume duties of NCS once the net is opened. C. NCS encourage voice traffic to use alternate channels. D. NCS designate ANCS, pass along NCS responsibility at least once during each 1-hour period. E. NCS designate liaisons to Region Two. Liaisons should be ACTIVE and pass traffic & information reports back and forth between Regions. F. NCS assign stations to monitor alternate channels, assist traffic, test propagation & report back information G. NCS encourage use of digital traffic at all times. H. Encourage passing traffic destined for Winlink at least once on air to avoid internet-only traffic handling. I. Encourage mobile & portable stations to provide verbal reports on nets to fixed stations for conversion to EEI. J. Region Three stations are encouraged to do real or simulated tactical deployments. K. All members should send at least one EEI or other O-plan msg. L. During the /X nets there will be no severe comments or critiques. The place for critiques is in After Action reports (AAR). M. MARS members submit AAR after end of exercise on Saturday. AARs are due 24 hours after conclusion of exercise. N. Region Two command & control use KCK (LSB) or other Region Two channels depending on propagation: KAC, KAI, KBD, KCK, KDB, KDH, KFD, KHC. 5. COMMAND AND SIGNAL FOR THIS RGN 3 EXERCISE: A. SIGNAL (1) ADDRESSING EEI'S: DURING THIS EXERCISE ALL EEI REPORTS ARE TO BE SENT: - TO AAR3RBA at the address AAR3RBA@xxxxxxxxxxxx REMEMBER THE SUBJECT LINE MUST START //MARS R/ - INFO THE RESPECTIVE SMD OF THE STATE IN WHICH THE EVENT THAT HAS CAUSED THE EEI REPORT TO BE GENERATED HAS HAPPENED.IN THE ABSCENCE OF THAT STATES SMD, IT CAN BE SENT TO ANY STAFF OFFICER OF THAT STATE,PREFERABLY THAT STATES EOO. - INFO AAT3PY@xxxxxxxxxxx (2) ALL SUPPORT REQUESTS AND INFO REQUESTS ARE TO BE SENT TO THE INCIDENT COMMANDER (IC) AAM3RD. THERE MAY BE ADDITIONAL TRAFFIC THAT THE IC MAY HAVE REDIRECTED TO HIS STATION AS WELL.THE INCIDENT COMMANDER WILL INSTRUCT THE NCS IF HE WANTS THE TRAFFIC REDIRECTED TO HIS STATION (3) ALL DEPLOYED STATIONS CAN SEND DAMAGE ASSESMENT REPORTS TO ANYOTHER STATION IN THE NET TO HAVE THEM FORMULATED INTO A EEI REPORT. See "Execution I". (4) A simulated activity, the higher headquarters of the 424TH Med BN, is needed. Request a volunteer for this position.
