[regolith-linux] New mechanism to solicit user feedback

When building software, there are changes that are obvious, such as fixing
bugs.  But sometimes there are changes that may not be so clear-cut and
user feedback is important to consider. For changes like these, there is a
new mechanism called Request for Comments (RfC).  For future changes to
Regolith that are subjective, RfCs will be published as Github issues.  The
feedback will be useful in considering which direction to take, but the
core contributors will ultimately make the final call . This link will list
all open RfCs:

Going forward, each new RfC will be announced on the mailing list so users
have an awareness of them.
