Apparently, it's possible to use Outlook 2003 or 2007 with Hotmail, or,
as it is now called, Windows Live accounts.
You need to download a tool called the Outlook Connector, and here are
the details:

well we need to set up an account so we can send and receive hotmail
emails via out look. wondering if we can use windows mail to do that? We
are going to need to send emails from a list that is in x-cell so not
shore if out look is the only way to get this done. other then cutting
and pasting the list of emails all the time.
