Ok. Sound forge will do what you want it to do. You can get the standard 
version and have alot of fun with it. That is what I use. I don't use 
audacity or Reeper or Gold wav. I am not saying they are bad programs, I 
just don't use them.

I'm looking to spend $50 or less if possible. No, I've not heard much
about Sound Forge. But it sounds as if there are a variety of great

I need to clarify why I posted such an elementary  question to the list,
since apparently I'm going to get flamed for it. Your accusatory tone is
not appreciated, Sir. I did go to Google; there are a myriad of versions
out there. Some program versions work better than others. Hence, I
thought it best to procure a recommendation from the blind community as
to which version(s) people believed worked best for them.
The flaming that sometimes occurs in this forum makes me angry! This
list is a tremendous resource, and flaming simply has no place here.

This is starting to get frustrating. Try Google, or take a guess at
where the best place to buy it is: how about http://www.goldwave.com/
$19 for single year and $49 for life time. These are questions you could
answer yourself in the same time it takes you to post them to the list.
I understand the questions about how well it works, but this is real
pedestrian stuff now.

Only other option might be Gold wave.  There are free JAWS scripts
available for it and, it's pretty inexpensive.  You have to edit the
files when they are .wav, then save them as mp3.

I don't know for sure on that one. Firstly, I am using JAWS 7.x: that's
at least three major versions behind the current offering. Secondly, my
experience with Audacity was several years back, and who knows how much
the program has changed since then. Total Recorder works well with both
Win-eyes and JAWS. Audacity, as I recall, was a bit tricky. There were
no JAWS scripts for it back then that I knew of. Again, unless you are
wanting to doctor the recordings after the fact, it's over-kill to use
Audacity for voice recordings. It's like using Microsoft Word to write
source code; yeah, you can do it, but it isn't the right tool for the
job. Audacity is aimed at musicians who want to do multi-track recording
and mixing. In the end, you will have to be the judge. They are both
available for trial (Audacity is open source if memory serves me
correctly) and Total Recorder is pretty reasonably priced. In the end,
necessity, motivation and determination are going to decide the issue
for you.

Total Recorder would do nicely for this sort of thing. Again, you won't
be able to manipulate the sound of the recording with TR as you would
with other programs like Audacity, but TR is just about perfect for what
it does.

Audacity is really aimed at people recording and mixing music. Unless
this is your intent, it is probably over-kill. If you are wanting to
record voice or internet streams (that kind of stuff) I would direct you
towards Total Recorder. It's a pretty cool program and works well with
older versions of JAWS. I am stalled out on JFW 7.x, and TR works fine
for this. One would assume that the newer versions of JFW would work
well too. There used to be a free version, and I suppose that may still
be the case, but I sprung for the Pro version.

Might be able to give better suggestions if I know what exactly you are
trying to accomplish.

If you are wanting to edit files to remove dead space and the like, TR
is just about the best I have seen for speech users. Unlike most of the
other programs that make you select points on a visual wave form, TR
gives you a combo box in percentages from 0 to 100. This combo box is
totally accessible, and makes it pretty easy to insert markers at
beginning and end of of the portion of the wave form you want to
manipulate. TR does not, however, have any of the more esoteric features
and sound enhancement such as echo, flange, reverb, adding bass or
treble boost, cross fading &c. For those kinds of enhancements, you will
need something like Audition, Audacity or Sound Forge.
