The challenge I can see, if the form was worded in that way, was a lack
of specific definition for the word "trouble". If specific parameters
are not outlined in the documentation, then any report of "trouble"
might very well be subject to interpretation.

I was told that all drivers had to sign off one a form given to them by
their company that they would be fired if they gave anyone trouble
regarding the use of a guide dog. I would suggest that you turn them in
along with their name.
