Ok, the problem was here.
sudo systemctl disable dhcpcd
sudo /etc/init.d/dhcpcd stop
now all works as expected.

I know that there is a panel but it seems Orca can never get to it.
So what I do is go into system, preferences, and then network
manager and
select WIFI and enter my router's SSID and stuff.
Another work around is if you have a copy of a working
wpa_supplicant.conf
file from another Linux, you can drop it in /etc/wpa_supplicant/
