I'm wondering if some recent 32 bit operating systems won't boot in a 64 bit
environment.
I usually use Ubuntu 16.043 i386, and I can boot in my 64 bit systems, but I
recently downloaded Ubuntu-mate 18.4.4 32 bit and it did not boot on my 64
bit computer, but it did boot on my 32 bit computer with 2 GB of RAM.
So maybe the Raspbian systems are doing the same thing now.

Is the Pi 4 really 64-bit only? I could've sworn I read mention of
some 64-bit images for the Pi 3 but that they weren't worth it due to
the Pi 3 being limited to 1GB of ram, so I figured ARM was like x86 in
that 64-bit processors have no trouble running 32-bit code, but 64-bit
code would only run in 64-bit processors.
