Hello
This certainly works on Raspbian Mate and should probably work for
Ubuntu Mate as well.
To get Orca to start at log on to the desktop set the two accessibility
switches like this, without using sudo:
dbus-launch gsettings set org.mate.interface accessibility true
dbus-launch gsettings set org.gnome.desktop.a11y.applications
screen-reader-enabled true
Beware of lines wrapped in your email client.
Both commands are on one line.
Inspect the value of these switches like this:
gsettings get org.mate.interface accessibility
gsettings get org.gnome.desktop.a11y.applications screen-reader-enabled
