Figured it out!
For future people with my issue --
I needed to put the outer interface in the CSV. What I had for the last
field was "1084,1084" when I needed "9-1084,9-1084" so that the outer
interface was set to something.

I get a 'foreign key violation'. The object is created, but none of the
