One of the usual ways would be if you get yourself a git clone of the 
repository, make the change, test it and propose a GitHub pull request 
or as a patch file, for example:

What is the prefered format : with or without URL ? 

When RackTables was started, hardware vendors usually had web-sites with stable 
URLs, so it was helpful to add the URLs into the dictionary. As the Internet 
became more volatile, I stopped providing URLs for most items that I added, 
other contributors sometimes still find it useful. Use your best judgment.

Also, is it possible to push "autoport" (for the local_portgenerator  
contrib) statements, too ? 

If it would be useful to everybody else, why not. Try to suggest specific 
changes on the list and see what other users say.
