BTW, while pre-soaks are often recommended there is no real reason to use them except where there may be a wetting problem with the developer. This is the case when Jobo machines are used and Jobo recommends the soak. They are also recommended by Kdoak for tray development of multiple sheets because a soak will eliminate the tendency of sheets of film to stick to each other in the tray.
Soaking will affect the induction time and hence of total development time so must be taken into account. The longer the overall development time the less its effect. Induction time is the time between application of the development and the time the image first begins to appear.

I notice that the instructions with the Formulary's WD2D+ explicitly tell you to do a pre-soak with water that has a small amount of Photo-Flo -type chemistry in it. (They also tell you to mix the pyro *immediately* before using it.)

Could the reason be to 'soften the blow' of an active developer as it hits the film?
