[pure-silver] Developing for max contrast

I am trying to make film-based zone plates and need a high contrast image on a 
very clear 
film base.  So far, I've tried Arista APHS Ortho Litho film with the  Arista 
A/B lith developer, 
and Adox Bluefire Police film with the Arista A/B developer and LPD paper 
developer.

The lith film yeilds very high contrast, but the base is not as clear as I'd 
like.  The Bluefire film 
has a very clear base, but isn't as contrasty.

Is there a particular developer that I should try with the Bluefire film to 
produce its maximum 
contrast?  D-19?  Something else?

Should I consider another film/developer combination?
