Yes.  I have not tried the 120 version but the 35mm D3200 gives a fb+f of
0.35-0.37 for me routinely.  It is probably because you have to cook the
hell out of this stuff to approximate the rated speed in midtones and
highlights.  The shadows aint there except at 800-1200.

If you rate it low (800-1200) and underdevelop, the fog should be lower but
it will never be as low as "normal" film.
