[pskmail] PSK Robust mode - pre-alpha version for testing/comments

Attached is the pre-alpha version that Dave prepared for integration
of the "PSK Robust" mode (PSKR in the GUI).
It uses the variable size interleaver as per my last post on this
subject so it will be compatible with these last patches. Visible
differences are in the gui. Please note it is not yet integrated with
RSID.
