[pskmail] New fldigi version with important bug fix

The newest alpha code for fldigi (fldigi-3.13BT) contains a critical bug fix
for the PSKxxxR modes. The effect was that 1 out of 1000 blocks was not
properly decoded and the block was resent by the server ad infinitum... It
has been very difficult to find this bug, as it was depending on the input text
pattern, it has taken me some 2 weeks and putting several Megabytes of text
through the system to detect it. John, VK2ETA has squashed the bug. As this
is a systematic error you are advised to switch to the new code, so the errors
do not occur anymore. The code is at
