[pskmail] New client & server combination for testing slow modes on bad links...

There is a new client/server combination in beta:
jPSKmail-1.5.6 and pskmail_server-1.5.1
Main changes:
* Added THOR4 mode
* Made protocol more robust for slow modes like THOR and MFSK
(smaller block size, less blocks per frame and more TXID)
* Added ~RESETRECORD command. This erases the mail record at the server.
All this was made possible because the link from EA/PA0R/M to PI4TUE is really
bad on 30m....
tnx also to all stations providing the ALE, OTH radar and PACTOR3 QRM for the
tests!!!
